Boruto: Two Blue Vortexhas already introduced a ton of exciting characters to the fans, but the most intriguing of them all, at least for now, is the Shinju who goes by the name of Jura.
Borutofans don’t know much about Jura right now, given that the story is focusing on his underlings at the moment and thathe is the strongest of villains, but Kishimoto and Ikemoto have already revealed bits of exciting information about him. Small displays of his strength have already been seen, and based on all the things that have been made clear in the story, Jura is an absolute monster.
Jura Is The Reincarnation Of The Ten Tails Itself
When it comes to the creation of Jura, his roots go back to the Otsutsuki who came to the planet Earth long ago. When Jigen was the leader of Kara, in a separate dimension, he held a juvenile Ten-Tails with tremendous chakra. Jigen occasionally used the chakra of this Ten-Tails to power himself up. In fact, when Jigen fought and beat both Naruto and Sasuke, he did so using the power of the Ten-Tails that he had absorbed shortly before the battle.
Eventually, Code found this Ten-Tails and used the power of his Claw marks on it to create humanoid versions of it. He called them Claw Grimes. However, as Claw Grimes sought chakra, he ate humans and eventually gained sentience. This led to the Ten-Tails getting smarter over time, and eventually, the Hitoshinju were born. Out of all those born, Jura is the strongest, because there is one key difference between him and the others. The other Hitoshinju are born from the chakra of humans. For instance,Hidari was created using Sasuke’s chakraand Matsuri was created using Moegi’s chakra. Jura is the reincarnation of the Ten-Tails itself, which makes him the strongest of the lot by far. In fact, Jura is stronger than even Code, his very creator. To put that into perspective, Code without his limiters is stronger than unamped Jigen, who should be stronger than any Kara Inner and around the same level as Naruto and Sasuke.

Boruto Doesn’t Compare To Jura At The Moment
It is very interesting to note that Jura is said to be stronger than even Code and this makes sense, given that the Ten Tails itself was what Jigen tried to derive his powers from, meaning it was much greater in chakra potency. Now, the very same Ten-Tails has gained sentience and strength, which means he’s practically unstoppable. In fact, Jura is even stronger than Boruto Uzumaki,as confirmed by Kashin Koji. There is only one in a million chance for Boruto to beat him, which means he’s the strongest in the world right now. His power should be comfortable to the Otsutsuki such as Isshiki, if not even greater.
