Talk toJensineat her shop in the Market District about the corrupt watchman. She will refuse to divulge his identity for fear of retaliation. to convince Jensine to tell you who the culprit is,raise her Disposition to 70or above. Then, ask her again about the corrupt Imperial watchman, and she will tell you that the person who robbed Luronk gro-Glurzog and Ruslan is a Watch Captain namedAudens Avidius, and that he also steals items from her shop whenever he feels like it.

Disposition can be raisedby playing the persuasion mini-game, bribing her with gold, raising your Fame, or using a Charm spell.

Speak with any Guard patrolling the streets of the Imperial City, and you will be instructed to take your complaint to a Guard Captain, eitherHieronymus LexorServatius Quintilius, depending on whether you have completed theThieves Guild questline.

Follow the marker to find Itius Hayn and ask him about arresting Audens Avidius. He will refuse to entertain claims of corruption from a random person off the street. Like Jensine, raise Itius Hayn’sDisposition to 70or above and then talk to him again about Audens. He will inform you that he needs at leasttwo witness testimoniesin order to arrest another Watch Captain like Audens.

Return to the Temple District and findLuronk gro-GlurzogandRuslan. Raise both of theirDispositions to 70or above and then talk to them about testifying against Audens. They will agree.

Even though a quest marker points toward her, Jensine cannot be convinced to testify against Audens.

Wait 24 hours of in-game time, and a quest pop-up will appear indicating that Audens Avidius has been arrested and jailed. The Imperial Corruption quest will be marked complete. However, the story is not yet over. After10 in-game dayspass, you will be ambushed by Audens Avidius, dressed in prisoner rags. Upon defeating him, you will gain+1 Fame Point, and this matter will finally be put to rest.
