The fact is that the God Valley Incident is actually the battle of Rocks Pirates, Roger Pirates, Marines, and the God Knights in a chaotic clash. Roger and Garp didn’t take on the entirety of the Rocks Pirates. Different people fought different individuals on this island, which clearly puts into perspective that Roger and Garp specifically teamed up against Rocks.

It is difficult to say who the stronger of the two was, but since Whitebeard received some scars from Garling, it is highly likely that they were, at the very least, equal.Garling was also declared the Champion of God Valley, so he might even have had an advantage.
