The world ofOne Pieceis absolutely massive and fans know that countless powerful pirates sail these seas. Fans have heard of numerous legendary pirates who have made a great name for themself over the years in the Grand Line, but none come close tothe legendary Pirate King, Roger. Roger was the only man who completed the circumnavigation of the entire globe and claimed the treasure left behind by Joy Boy, theOne Piece.
He found the Final Island, and in doing so established himself as a legendary pirate like no other. Roger was also strong, widely recognized as the mightiest pirate whose only match was Whitebeard, but there was a pirate that even Roger couldn’t beat in One Piece, and Oda has already revealed this individual to the fans.
Roger Was The Strongest Of His Era
When it comes to the pirates of the One Piece world, fans know already that Roger is the one who stands out the most. He was the Pirate King and he attained all three of wealth, fame, and power. In terms of power, specifically, Roger was brilliant. He was the strongest of his era, and even though Whitebeard held the power to destroy the world, he too could only tiea battle against Gol D. Roger, despite the latter not having a Devil Fruit, which goes to show how magnificent his strength truly was.

On his own crew, only two individuals were known to be close to him in terms of power, and they were Rayleigh and Gaban. On the side of the Marines, Garp was the only one capable of matching him. All these individuals were special, but none was as special as the man who Sengoku described openly as Roger’s first and biggest enemy, more so than even Whitebeard, the legendary Rocks D. Xebec.
Why Rocks Was Stronger than Roger
If there is one character that even Roger couldn’t beat, it is Rocks D. Xebec. This was revealed to the fans indirectly by Oda on two occasions. On the first occasion, Oda clearly stated that Rocks was defeated by the collaborative effort today Roger and Garp, which clearly indicates that these two absolutely needed to team up against this monster as a last-ditch shot at victory. On the second occasion, it was Roger himself on God Valley, who stated that one year before God Valley, that is 39 years ago, he met Rocks and the result was something that gave him a lot of negative lingering feelings for a year. Clearly, Roger lost to Rocks 39 years ago in One Piece, making him the only pirate to ever beatthe legendary Gol D. Roger.

Rocks most likely possessed tremendous strength. It shouldn’t be a surprise to anyonethat Rocks had monstrously powerful Haki, given that his goal was to become the King of the World, and possibly even uncover the taboos of the world. Hopefully, Oda will shed more light on the God Valley Incident at some point in the future of the story.
