Most of the questlines inThe Elder Scrolls 4: Oblivion Remasteredleave the player with a moral or evil decision, but it’s not always about morality. Sometimes, the decisions also alter the rewards that the player receives in the end. And to be honest, those rewards are sometimes valuable enough to justify an unethical choice.
Corruption And Conscience is all about serving justice to the people of a city who are being bullied by the head of the guards. It leaves no doubt that such a person who exploits his position to scam poor people has to pay for his sins, but what would be the correct way of dealing with him? That’s the actual dilemma that players are about to face.
Starting Corruption And Conscience
Being a side quest in Cheydinhal, acquiring Corruption And Conscience might be a little bit of a headache. You will need togo to the city, preferably during the day, and talk to people one by one, until youfind someone who has a conversation option named “Fines”. It’s best to talk toLlevana Nedarenfirst, as talking to someone else will also direct you to talk to her eventually. But aside from Llevana,Maknok gro-CoblagandBazur gro-Gharzare also other NPCs in the city that can unlock the quest for the player by offering a conversation about Fines.
After acquiring the quest, you will get to talk to Llevana Nedaren, or if you have unlocked the quest via her, you will be directed to talk toGarrus, the second-in-command of guards in Cheydinhal, who is also against the actions of Ulrich, the commander of guards. Keep in mind that Garrus will avoid talking about Ulrich in the beginning, but once youincrease his Dispositionbeyond 50, he will trust you. After speaking with Garrus, you will be directed to talk toAldos Othran, one of Ulrich’s victims, who has lost his house due to harsh fines.
The negotiation with Aldos doesn’t go well, and he attacks the guard, seizing his house, which ends in death of Aldos. Now, the player should report this to Llevana and then talk to Garrus as well. Each NPC will offer a different path to avenge Aldos' death.
Taking Sides With Llevana And Killing Ulrich
If you take Llevana’s advice, you should go and find Ulrich in the city and let him know that Llevana has some business with him at her house. Once Ulrich enters the house, Llevana summons a bunch of mice whoattack Ulrich and kill him.
This ending will allow the player toloot everything that Ulrich has, including his clothing, a Silver Battle Axe, some Gold coins, and more importantly,a bunch of keys that provide access to a few locked roomsin the guards' command center. These keys will give players the chance to steal more valuable items.
That being said, the player has to report this murder to Garrus, and while Llevana will be imprisoned for some time, the player gets away with their role in the murder and receives75Gold coinsfrom Garrus as an additional reward.
Taking Sides With Garrus And Arresting Ulrich
If you listen to Garrus, he will give you to key to Ulrich’s personal room. Sneak into the room, and there isa secret letter lying on top of a book. Click to read the letter first, and while reading it, click to take it as well.It’s really important to take the letter and not just read it, or the mission will not progress anymore.
Take the letter back to Garrus, and he will tell you to wait for him in the Bridge Inn after two hours. When Garrus arrives, he reports that Ulrich has been arrested. Then, he rewards the player with150 Gold coins. This is the ultimate reward of this path, but the player can also steal some stuff from Ulrich’s room.
Comparing values, Llevana’s path offers better rewards and more stealing opportunities. However, it doesn’t seem like the correct way of serving justice.
