In fact, Shanks has what it takes to be the Pirate King and he should be, in theory,as strong as Roger. His frightening strength has been seen on multiple occasions inOne Piecealready. Admirals such as Ryokugyu and Sakazuki fear him, and even a pirate worth 3 billion berries, such as Kid, stands absolutely no chance against him.
